Correct me if I'm wrong but this is why I think that having people pick up trash as opposed to ticketing them is very harsh. They would have to be arrested. I would think that in order for that person to pick up trash, as ordered by the city/county/state, that person would have to be processed through the system. No?

What about the people that don't smoke (like me) that throw their McDonalds wrappers out the window? How about the convenience store cups that are everywhere? How about the mattresses, couches, chairs, etc. etc. etc. How about the people who just take their household trash and throw BAGS of it on the side of the road. I used to smoke and I am soooo tired of people crawling up on their holier than thou soap box because they think they are in the right to beat up smokers....cause ya know, smokers are scum.
