If they would start sending some of these people to jail for a while then you would see people thinking twice before doing it. Right now they know nothing will really happen to them so why not do it. Heck they have let people off when the child died from being left in a car.

I say the bikes toys or anything else left in your yard is yours.... I had this problem for a long time. I think the kids now know I am more than willing to call the cops when the think my yard is their playground and any toys left here will never make it back home. You can TRY to talk to the parents but good luck...put the fear of YOU into those kids.
