That is exactly what it is if you do not have the proper credentials and are licensed by the state to do it.

The drug testing should be done with the intent of rehabilitation for those that are willing to take the help offered. We know that people become disabled and can't work. We also know that job loss can cause people to spiral into poverty, a hand up is needed when this happens. To me the point is that if you choose not work then you choose poverty. I know a few of those folks and it is very disturbing to them. I think if there is a way to commercialize their property so they can sell or run it as a business and move somewhere it would be the best thing. We live close to power lines and a small airport, even though they choppers only inspect the lines a few times a month and the air traffic here is light, it is always disturbing to hear them so close.
