Did the taxpayers of Paulding County demand that that church build its' building where there was NO water supply? Did Paulding County DO anything that removed an existing water supply? The answer to both of those questions is a resounding NO. So, pray tell, why is the Water Authority or the taxpayers even remotely responsible for running a water line to that church? It is THEIR responsibility, not the taxpayers. And, BTW, most 3rd world countries have passenger service at their airports.

No government agency has ever "created" a job. (Well, except for the bureaucrat blood-suckers that live off of the taxes paid by property owners and corporate America.) What government can, and should do, is to provide an environment and infrastructure that is business friendly. That will create jobs. Unlike the City of Hiram instituting a gross receipts tax.
