Part 139 only tells an airline that the physical plant, i.e., the runways, taxiways, radio system, terminal, etc., are up to minimum standards to handle passenger aircraft. Nothing else. What happened 30 plus years ago in the HJIA environs is largely attributable to the City of Atlanta Mayoralty. I recently flew in and out of Lambert Field in St Louis. The area generally looked better, not worse, than it did 30 years ago when I lived there. The City of Bridgeton (where the airport is located) took charge of zoning and enforcement and has managed the area very well.
