Chester is lucky that he found a shelter. When I lived in New Georgia, dogs were not fairly treated. You had to have 5 acres of land to have a dog kinnel, and nobody would negotiate. They just said NO. I had a sound proof building for their shelter, but NO. You can't have over 3 Chihuahua's on two acres of land, sound proof building or not.

I agree, in regard to that. It is 22 states that leave over 4 million people uninsured, Somebody has to pick up that tab, in cases these 4 million people run out of money.
