What about them? Illegal drugs are already illegal, legal drugs are certainly not going to get taxed like cigs, etc. Alcohol already gets taxed, more in some areas than others. The indicators are all over this country with respect to taxing junk food and soft drinks.

No question that it is nice of you to try to help her. Not saying anything derogatory about that. Just pointing out that there have been some recent developments regarding what does and does not apply to shared living situations.
