I received my federal but not my state, last year it was the state that deposited first. I thought that was kind of weird. I am also waiting on the state refund.

Transferring the title now will give you the option to title the vehicle in his name now and then come March of 2013 he will have the option to opt in and pay 6.5% of the fair market value or continue to pay the annual birthday tax. With the new vehicle you purchased, you would have paid sales tax when you purchased the vehicle, which I assume you live in Paulding county and paid 7% sales tax so you would have already paid over the 6.5% so you will be able to opt in and pay nothing but you tag fee annually.
