WRONG! The law that went into effect this year (2013) is that persons less than 13 years of age must be wearing a PFD when aboard a moving vessel. This law was not in place when the accident occurred. As for lights, the only lights required by law are the front navigation lights (green and red) and an anchor or white light at the rear of the vessel.
