I would have done this, or sent out a letter,that is rude especially to a wedding, that is really expensive. If I was on the fence about coming I would say no and if I ended up able to come I would NOT expect there to be food/ beverages provided for myself, therefore I would not take any. I hate committing to functions because I do NOT want to back out of something if I cant make it, so Ive been guilty of not RSVP'ing.....rude I know....
