I get aggravated when someone doesn't answer that question as well. I agree, it's about being polite. When i say "good morning, how are you" and you just say good morning you are basically ignoring me. That's just rude.

And as far as the running car..aren't they required to keep them running in case they get a call? That could be completely wrong but i thought if they were on duty they were. And if he were on duty and did have a call he would need the vehicle to be close.... i would think.
