You know a lot of people walk around crowing about helping small business. I am a small business owner for 20 years now.
I work with small business everyday. I know what their challenges are and I know what hurts them.
Some people are very concerned about tax abatement and incentives.
In the real world of manufacturing every community with an economic development organization has the power to offer abatement, breaks on leases, and other incentives.
What we have now is nothing 10% of nothing is nothing. No building, no lease, no taxes and no payroll.
Abatement allows us to beat other communities when it comes to bringing jobs here.
We are in the first phase of economic development here in Paulding our team is barely a year old. They have brought 200 jobs to the Paulding area and do not include retail in those numbers. These are companies brought to the county by offering the abatement and incentives created by the state.
We are targeting companies that bring large payrolls to the county, at this time the focus of economic development is not to fill government coffers but to bring the largest payroll possible to our area.
The filling of the county coffers will come a little later down the line as the multiplier effect of these foundation industries attract other businesses and they become the incentive to locate here rather than the large abatement we are using to get the ball rolling.
I know that I speak for all business owners in Paulding when I say today was a great day.
When we combine the collective payroll of all the new companies, those that have expanded due to opportunity zones, to the future projected payroll of the movie studio,and the opening of the new hospital we have an enormous economic impact.
When these things come together close to the same time, it will be one of the best years that small business in our community will see in almost 6 years.
Small businesses know what they need they need big payrolls from big companies right here in our community.
I am actually more optimistic about my own economic prosperity than I have been in the last 5 years.
I have available to me a lot of information that comes from standard studies in the business of economic development.
Studies that show we are on the right track to a great economy locally.
The targeted businesses we are recruiting are proven require less of the county services than other growth such as retail and housing development.
Winston you get those records, I will be glad to put you and your expert on camera with our economic director of Paulding county.
I do not appreciate the condescending tone. I am curious as to what incentives Paulding brought to the table as at one time Paulding was in the process of compiling an extremely agressive local incentives package. I have worked on the corporate side of the house in Corporate Development before and still have contacts in the industry. FYI.. Many times an open request record will be done by parties interested in an area to ascertain what the location may offer and as leverage in any discussions. I can guarantee you parties interested in Pauldimg are reading this site and digesting..

While I am glad to see 70 jobs heading our way, I am very interested in seeing the results of an open records request to see what was given in the way of abatements, credits, etc.

Coming at 6 o'clock on Channel 7 WXYZ News: Paulding County Commissioners at odds over boondoggle.
Channel 7 has learned that some Paulding County residents are unhappy with the way their tax money is being spent, so we sent our investigative team out to get to the bottom of it. We spoke first with County Administrator Mike Jones.Channel 7:Mr. Jones is it true that the County Commissioners office sent Bill Carruth on a boondoggle to Washington on the taxpayers tab?Mr. Jones:Well, I wouldn't call it a "boondoggle", exactly. We more or less sent him up there to hob-knob with all the uppity-ups up there in Washington so we could get that reservoir down here so we can go bass fishing. I don't see what all the brouhaha is all about; everybody knows that we're dumb as dirt and can't do nothing for ourselves.Channel 7:Wait a minute Mr. Jones, didn't Mr. Carruth hire you as County Administrator when he was Chairmain because he was too dumb to run the county himself?Mr. Jones:Yeah, but he's got a lot smarter since then, and I've got a lot dumber.We also spoke with Post 2 Commissioner Todd Pownall:Channel 7:Mr. Pownall, what do you think about this all expense paid trip that Mr. Carruth took to Washington?Mr. Pownall:Well, I just don't think it was a good idea to send him up there on the taxpayers tab.Channel 7:So you don't think the county should be sending private citizens on trips using county funds?Mr. Pownall:I don't have a problem with sending private citizens, I just don't think that they should have sent Bill Carruth to share his expertise with Washington. Looks like a non story. Unless I see more than a DNR representative going with a delegation from Paulding to lobby for money for the reservoir then I see it as political games being played at election time.

I just call from a market research firm asking who I would vote for between Austin and Crowe. I told the woman I'd vote for Satan before I'd vote for Austin. That ended the call there.. Hehe..
I hate these kind of calls, once I have an idea of who paid for the call, I give all kind of crazy responses.

We happened to be in Kmart when you were there last year and got our son's picture made. The quality and pricing of the picture was great.

I've met Marvin Tingler. I speak to him regularly. He really doesn't possess enough practical knowledge of the political history of Dallas to know what you guys are even talking about. He's not aligned with anyone. He is a well educated, professional, citizen of Dallas that is seeking election to the office of Mayor on the platform that he will encourage and promote the establishment and growth of small business. I can't find any harm in that. If I were a citizen of Dallas I would vote for him.
But Mark, a well educated, rational person such as Marvin Tingler who wants what is best for his City and all its residents poses a serious threat to TPTB that only exist to serve and promote the interests of a select few. Without that knowledge, he is dangerous, very dangerous to that group even working against them without knowing it, which will be a very good thing.
I'm personally tired of the Paulding County dynasty. Vote them out of office and God forbid block them for running for higher offices which I have strong suspicion at least one of them may persue in the very near future.

I was unaware of the bond issuance for the hospital. Thanks for letting me know and other taxpayers know that we may be on the hook for these bonds too. It seems every corporation wants in on the privatizing profits/sticking tax payers with the loss racket these days...
and don't get me started on non profit/ not for profit hospitals...

Winston, thanks for taking the time to actually read the documents. One slight correction though: you're citing the language for the Series 2011A Projects which is the 1.2mil for the water towers out by the airport. Look on page 71 for the same type of language pertaining to the Series 2011B Projects which is the 7.2mil for the film studio and the hangers at the airport. Those assets plus all revenues belong to the IBA, not the taxpayers, and can be sold and done with as the IBA pleases.
The taxpayers and the IBA are not co-signers on this deal. The taxpayer is 100% contractually obligated for the debt and the IBA is 100% voluntarily obligated for the debt. The contract stinks, was rushed through, and I doubt the commissioners had all the documents in time to carefully review them before voting. I applaud Todd Pownall for trying to table the vote and for standing up for the taxpayers of the county. Mr. Pownall has publicly stated that even knowing all that he knows now about the bond deal he would still vote no again.
Thanks for clarifying. Both deals are a potential raw deal for taxpayers.

I am not really good at reading legal documents, do they say that the profits from the studio can be not be use to pay for the bonds, that they can only be paid by county taxes?

4/26/11 IBA Supplemental Resolution with Inter gov Contract file with The Intergovernmental Agreement between IBA and County states ---
Page 68 (14 Intergov Agreement)- county pays for operating, maintaining and repairing, page 68 also says that the county can but is not required to use the proceeds to pay off bonds. Look at the wording carefully,-- for any lawful purpose... It's not required!! They could use the proceeds for anything and could possibly up the millage rate, or suck it out of general fund and lay people off, cut services, etc., to pay the bond payments
However, the big issue is that, tax payers are on the hook and will ultimately pay for the bonds if the profits are not there.
Page 69 (15)- County can give, sell or lease property. How about that. The county can give this studio away if it wishes!!!! How about that???
Page 56(2)- County gives money to authority pay pay bonds, can levy an ad valorem property tax to repay bonds not to exceed one mill, however on page 60 (6) they are in essence saying they don't have to now (but always can). Money from the general fund may also be used in the repayment of these bonds.
As taxpayers, we didn't have the opportunity to vote on whether take on the potential additional tax on this risk laden endeavor. I suppose it ultimately comes down to do you trust your elected officials to do the right things and exercise good judgement for the benefit of ALL citizens of Paulding County. My Vote is Neah!

All I can say is read the bond documents... taxpayers were misled by our elected officials as to who would be paying for these bonds. I hope the studio does well but those in power that misled taxpayers should be voted out.

The fact remains that there is a high possibility that the taxpayer will be paying for a strucutre that will not belong to us once the bonds are paid for. The IBA should be required to first pay for the bonds from any proceeds from the lease and use of the facility. Any shortfall can be garranteed by the taxpayer. Nothing will keep the IBA from not paying and leaving the co-signer (us) on the hook with nothing to show for it.
Exactly. Many bond issuances like this have the property being turned over to the entity leasing the property at the end of lease period, usually the same as when the bond is paid off. The lease payments do not appear to be going towards the repayment of the bond from what Tom Milanese explained at a recent BOC meeting. Additionally, since the property is more than likely titled to the IBA, no property taxes will be paid. So Paulding County tax payers are GIVING these people a movie studio for the hopes of a few full time jobs and bragging rights I urge everyone to google the names of the people involved and see their history for yourselves, especially what was alleged to have happened in New Mexico or Arizona at a studio that is now being auctioned off.

Sorry folks,I am agaist this all the way. Spend 8 millon or more by the time it is finished. At a time the economy is in the tank. Yes I worked as a lighting tech when they filmed scream at Agnes Scott college. They were there for a week. It was contracted out to a company in South Ga.
What is this build ing when it is empty?Where is the contracts,this is the film studio to no where. Movie industry is at a all time low,look at what this past summer was like,almost nothing. Now what happens to this building if it is Idle 11 months out of the year?You can not give jobs out in a few days here and a week here. Sorry this is a huge mistake people,watch and see. Our county is furloughing people but lets build a movie set,ge what a plan!

You are making me quite mad LPPT and are assuming motive and placing words in my mouth that I do not appreciate. I have nearly a decade of experience in just product management and market research to support de novo market entry, JV, consolidation and expansion opportunities within existing markets in several industries where facilities were built that cost on average 20-40 million + and employed on average at least 30-50 employees.
I have been in the Atlanta area since 2005. I have watched for 5 plus years as this county has done nothing to promote economic development other than harp about the airport as some sort of panacea and cure all for Paulding's problems. Additionally, I have many friends who live near the airport whose complete quality of life and what they can do with their property are under fire. I have had several encounters with D Austin that were not positive and for that reason will not support him. I do not care for the man but that does not mean I wish him to fail in bringing industry to Paulding.
I would like to see what Paulding brought to the table to land this company as I have stated I have heard that at one time Paulding had constructed what was likely to be one of the most aggressive packages in the state if adopted. I am personally curious as to what was offered and believe that it should be available for citizens to review and discuss. I have not taken the steps to request the information yet, but I may be inclined to-- if nothing more than to test some hypotheses I have on a few things.
