There is a law that says if an emergancy vehicle is approaching with their emergancy lights on, you have to pull over. As most funerals are proceded by police cars with the lights flashing, you do have to pull over.

Some may remember when Flight 007 was shot down with Congressman Larry McDonald on board. At that time, and a few times since when there has been a national tragedy, we drove with our car lights on to honor those who had been killed. I don't see much difference in that gesture and shutting down a website for 60 seconds. They are both symbolic acts to honor those who have lost their lives and their families. I doubt that 60 seconds of down time seriously affected commerce. Just my 2 cents, for what it is worth.
