Yep. They didn't price the risk pool appropriately. Health care costs were more than the premiums collected. That is not the ACA fault but the pricing. If anything, the penalty for not having insurance is not high enough. Not enough healthy people paying into the pool. Too many people forgoing insurance and just leave their medical emergency to be paid by taxpayers or to the responsible people who do pay for health insurance.
