He was speeding well over 20MPH which is reckless driving. He did not intentionally kill the two teens which why the vehicular homicide did not stick. It is an unfortunate incident but it is what it is. The prosecutor messed up when he tried to get an indictment for vehicular homicide. He should have gone for involuntary vehicular homicide because that is what it was. But because of the publicity he overreached
