This person had 5 DUI"S and lost their license for 5 years.Got them back and within 6 months had another DUI.Then he got drunk had a hit and run,exchanged info with the other person and said "I'am to drunk to deal with this right now and drove off before the police could get there.They had all the info so the police drove to his house and took him to jail.Now he has another DUI and will probably get another slap on the wrist.Who do you hold responsible when he finally kills someon.him or the judicial system for letting him go only to drive again?

How can someone have 10 DUI'S including a hit and run and not serve any jail time?????
