    What's amazing is that Boyd expected G.T. to call him back and give him information about one of their employees. I guess basic H.R. Policies and Procedures are foreign to Mayor Austin. Can you imagine your employer investigating you based on a random call from someone and then your employer calls that random person back to report their findings? Give me a break. Boyd was throwing darts at the wall and one bounced back and hit him in the rear.

  2. What you have to bear in mind Mark is the old core group, including the Americans for Prosperity group is of the staunch lockstep mentality of "If you are not with me.....then you are against me". So anyone not part of their inner circle is the enemy if opposing them.

     

    Actually, it appears that if anyone speaks out or runs against an Austin, then they must automatically be part of the "Shearin crowd". So I guess we're stuck with these two brothers running the county for the next 20 years because no one can run for office without you, feelup, and others automatically smearing them as part of the boogie-man conspiracy. Like myself who moved here in 2007, can't even remember who I voted for between Austin and Shearin, and never met Shearin until 2009 after he was already out of office. Oh by the way, I would probably support Tom Graves if Shearin ran against him for Congress. <_<

  3. 4/26/11 IBA Supplemental Resolution with Inter gov Contract file with The Intergovernmental Agreement between IBA and County states ---

    Page 68 (14 Intergov Agreement)- county pays for operating, maintaining and repairing, page 68 also says that the county can but is not required to use the proceeds to pay off bonds. Look at the wording carefully,-- for any lawful purpose... It's not required!! They could use the proceeds for anything and could possibly up the millage rate, or suck it out of general fund and lay people off, cut services, etc., to pay the bond payments

     

     

    However, the big issue is that, tax payers are on the hook and will ultimately pay for the bonds if the profits are not there.

     

    Page 69 (15)- County can give, sell or lease property. How about that. The county can give this studio away if it wishes!!!! How about that???

    Page 56(2)- County gives money to authority pay pay bonds, can levy an ad valorem property tax to repay bonds not to exceed one mill, however on page 60 (6) they are in essence saying they don't have to now (but always can). Money from the general fund may also be used in the repayment of these bonds.

     

     

    As taxpayers, we didn't have the opportunity to vote on whether take on the potential additional tax on this risk laden endeavor. I suppose it ultimately comes down to do you trust your elected officials to do the right things and exercise good judgement for the benefit of ALL citizens of Paulding County. My Vote is Neah!

     

     

    Winston, thanks for taking the time to actually read the documents. One slight correction though: you're citing the language for the Series 2011A Projects which is the 1.2mil for the water towers out by the airport. Look on page 71 for the same type of language pertaining to the Series 2011B Projects which is the 7.2mil for the film studio and the hangers at the airport. Those assets plus all revenues belong to the IBA, not the taxpayers, and can be sold and done with as the IBA pleases.

     

    The taxpayers and the IBA are not co-signers on this deal. The taxpayer is 100% contractually obligated for the debt and the IBA is 100% voluntarily obligated for the debt. The contract stinks, was rushed through, and I doubt the commissioners had all the documents in time to carefully review them before voting. I applaud Todd Pownall for trying to table the vote and for standing up for the taxpayers of the county. Mr. Pownall has publicly stated that even knowing all that he knows now about the bond deal he would still vote no again.

    I'm going by the most recent budget revision Tabitha put out on 8/4/11 - http://paulding.gov/DocumentView.aspx?DID=893 ; I'll wait on her final numbers but either way, the original budget that was passed for the 2011 fiscal year (see page 3) was 51.4 million and she had the actual expenses on page 2 estimated to come in at 55.6 million. Even if it comes in at 2 million less, that would still put the actual expenses for 2011 at 53.6 million versus an original budget of 51.4 million. In essence, instead of being 4 million over budget, the county will be 2 million over budget for 2011. Good news indeed but hardly justifies your "county employees returned $2 million unspent" comment.

    I was aware of the lawsuits involving Albuquerque Studios from the first time I heard about this project last fall.

     

    There are a couple of things to take into consideration, first of which is that there are a ton of lawsuits involving the production New Mexico production house and most of them stem from the main developer, Hal Katersky.

    Second of all, LA and its surrounds are a hotbed of litigation.

     

    Finally, when Nick Smerigan and I spoke, he said flatly that the cost of the New Mexico studio at $91 million was key to its financial problems. The challenges of feeding a beast that has the kind of appetite a $91 million dollar studio setup demands involves charging more for the production services rendered.

     

    That the project here is designed to be lean and mean is the key factor. Combine the cost savings from the state in tax credits and Georgia has the opportunity to make things happen.

     

    What folks also don't realize is that the project space is and could be multipurpose. The difference between a big studio space like this - some 40,000 square feet three-and a half-stories tall clear span with a mega-inch steel reinforced pad - and any number of industrial or warehousing activities is nil. The additional cost of outfitting the space for a movie studio in this context is really relatively small. Hence, the IBA, which retains ownership of the facility and has only contracted with RoadTown for its management as a movie and television production facility, has what they call a fall back position.

     

    And, despite the rantings of Tom Milanese, the IBA retains ownership. Are Paulding's taxpayers on the line - Yes, as a last resort but the history of the Paulding County Industrial Building Authority is that they've not defaulted on a single bond they've underwritten since they were created as an independent building authority by the state in 1961.

     

    As was mentioned by some county officials at the groundbreaking, folks like Milanese have to have something to complain about and since the county didn't raise the millage rate this year, they jumped on the Movie Studio.

    A few tidbits for you Pubby:

     

    - Sec 6.4 of the Intergovernmental Contract between the IBA and the County: "The Authority may sell, lease, or give away all or a portion of the 2011B Projects [studio/hangers]"

     

    - Fall back position? I've seen the number 80,000 as the total sq ft space of the old building plus the new construction. The annual payment for the 20 years bonds will be around $575k. Does anyone know how much similar warehouse space is leasing for in metro Atlanta? Plus we would have operating expenses on top of that $575k as landlord.

     

    - As for the $2 million of surplus for the 2011 fiscal year:

    1) The 2011 Budgeted Expenses were $51,426,561

    2) The 2011 Actual Expenses were $55,624,119

    3) That's 4 million over budget

  7. Here's one way to look at the mill-rate increase. Leaving the mill-rate the same, which they said they would do on the June 1st version, would of result in 4 million dollars of less taxes collected. Raising the mill-rate, which they did yesterday, results in about 1 million of less taxes collected. So in essences, they took $3m of a $4m tax cut and saved it for future years. I'm sure it will be there when they need it and avoid any need to raise the mill-rate again in future years. :blink:

    I hope people go out tomorrow and vote for Todd, because he will truly be a commissioner to make our community better. I know he has the ability, intelligence, honesty, integrity, problem solving ability, as well as good old fashion common sense to make that happen!

     

    I have known Todd for years. I have worked on many West Ridge Church projects with Todd and his wife Julie. My son and his son car pooled together to college last year. There are many good people in our county and he and his family are good people. I am lucky to have them as family friends!

     

    I help them by having their foster son's (who, 2 of them they have adopted) hang out at our house with my kids so Todd and Julie are able to do more of their community service events. Things like Relay For Life, and Band Boosters for Paulding County High School.

     

    Todd has been involved in this community making it a better place to live and work because he is that type of a man. He cares about his neighbors, friends, and people in general. He wants the best for this area because his family lives here and he loves to be a part of making things better. Just as Mojo413 stated… :clapping: :clapping: Todd will take time to help others, even when it means he will have to have less for himself… whether it is less time, money, or sleep.

     

    Those who know him know he is thoughtful when presented with a problem that needs to be solved, and I am always impressed with his wisdom of suggested solutions. This is one of many skills that will make him a great post commissioner. I look forward to seeing him help steer our county into better more prosperous times. He is a roll up his sleeves, dig into the meat of the problem and start making a difference kind of guy!

     

    When I think of Todd I think of his smile … Todd is one of those positive people that greets people with a big smile. He motivates people to help and take part in many projects with his contagious enthusiasm …again this will be another trait that will serve him well as our commissioner.

     

    I know Todd has run a campaign that was clean and that he did not sling mud or talk nasty about anyone. He is one of those rare people who work to bring people together to accomplish more not tear down others so he looks better.

     

    Todd needs your vote tomorrow… and you need Todd to help Paulding become even more than it is now. We need leaders like Todd with the challenges we as a community will see over the next few years. It won’t be easy for our commissioners or us … but I hope to see good people like Todd Pownall as our commissioner and county leaders.

     

    Now that folks is a great endorsement! No political spin but just first-hand testimony. The only part I would disagree with is "I know Todd has run a campaign that was clean and that he did not sling mud or talk nasty about anyone." ... The Austin endorsement ad was a little nasty and negative toward Beverley and I know that Todd reviewed and approved that advertisement. However, Todd does seem to be an very good upstanding citizen. Unfortunately he appears to be David's water-boy and that has turned me off since day one. Thanks for sharing!

How can you or anyone else side with the Virgina & Darth Gallaway. She has been the center point of disruption in the republican party. That is why it is losing membership.   11. Now at this same juncture, tie in the rabid attack the past 2 days on Todd Pownall by RR, and company. Comrades in arms with Virginia Galloway pushing to get Beverly Cochran elected. They are going to use every tool at their disposal to accomplish their goals. This includes many of the previous top people of the local GOP and King Jerry himself.

     

    Does it start to make sense and add up ? If not, you are not looking with your eyes open.

    These are the ring leaders for Reagan Republican as well as Ithy/Praise Thee.

     

    And they are scrambling with everything they have to not lose their last handholds on Paulding Politics.

  13. With all of the ranting going around in the closing days of the campaign I think it will be useful for posters to state why they are supporting a particular candidate.

    I support Todd Pownall because he is a hard working, Honest, Dependable person who has always looked out for the people in this county, and has taken an active part in his community through many charitable organizations. Todd is a business person, who knows what it is like to provide jobs for the people in this county. Todd knows what it is like to meet a payroll, set budgets and live within those budgets. Todd believes the county has better days ahead and wants to be a part of the growth of good paying jobs that will be coming to our County. Todd has made himself available in all functions that have been available to all of the candidates and has been quite open and candid about all of the issues that have been posed to him. Todd and his wife Julie have campaigned throughout this county and are active members at the Westside Church. Todd wall stand up for what is right for the citizens of this county even though some of the elected political leaders have tried to humiliate him.

    Todd Pownall is a proven leader in Paulding County and for that reason I support Todd Pownall for commissioner post 2 Please consider Todd's qualifications when you vote tomorrow.
