I think municipalities should be obligated to give the best training possible to their police officers. The author of that article states she's holding judgement on the photo until she hears from others on the plane because some people have told her it is difficult to sleep on a C-130. It wasn't a C-130 they were on when he groped her, it was a C-17. I have flown on both for extremely long flights before and I was able to sleep on both.
