It could be your computer. We have ATT DSL and her work computer (older laptop) stinks on it and is very slow. I had a laptop from 2004 that was very slow on our as well. We recently upgraded computers (just to get with the times I guess) and both of our new laptops are super fast on the internet. I think part of it is that alot of the webpages are so download heavy especially if you are watching videos or on one with alot of advertisments that have to download. I'm not saying you have a bad computer or to go out and buy another one. I'm just saying we just happened to upgrade our computer

The Paulding County Marshall's Office is the best ones to enforce stuff like this. They have a link of what to do and what is a noise violation through the Paulding County Government website. They are really responsive and will usually take care of it within a couple days of being notified. I think with noise you have to have some sort of recording of it for proof, but check the website to be sure...
