I have had a chance to see the video and found many things that were done wrong. The first thing the officer should have done was to call for a backup officer to assist him since there was such a large crowd at the location. You can start by meeting with your neighbors and getting information about your community problems. Once you do that, you can figure out how many residents live in your neighborhood. Have the neighbors pick one person from each block to be a block captain. This person will be in charge of reports for that block. You can also set a list of officers for the neighborhood patrol.
