I completely disagree. This measure should stand or fall on it's own merits. Attaching it to the budget will alienate the reasonably supportive Democrat votes that will be needed to override the veto. Let Obama go on television and explain to the people why he values his political ideology over the safety of American citizens.

That difference is entirely subjective and depends on your political viewpoint.

Discussion of current events does not equal fear. Labeling those with opposing viewpoints as fearful is just a weak sauce attempt to silence said discussion. My personal life is full of fun and frivolity. Terrorism has yet to affect my daily routines. That does not negate that there are important and serious issues in need of discussion.
