IMHO, I can see where at first glance this would be offensive. It took me a while to try to understand it. I think the artist is saying that the chimp, Travis, had completely lost his mind.....went off his rocker and attacked an unsuspecting friend, a person who trusted him and cared for him. The monkey represents the US gov't, congress or whoever had their hand in writing and passing the stimulus bill because they have, like Travis, lost their mind, gone off their rocker and are attacking the people who "feed" it (being the government).
