[Dogs in the back of Pick-ups]

I am relatively new to the area and have noticed dogs in the back of pick up trucks. Yesterday, I noticed at a stop light a dog jumping out of the back of one with a leash on and was somewhat "hung". I jumped out to help the dog since the owner did not see this (nor hear it yelping). I am sure he would of drove off and maybe have killed the dog. Question...is it legal to have a dog in the back of a pick up truck?????

I have a hard time believing she was forced onto the couch as a prisoner and was not able to move. I think she just found that "perfect spot" wallering around and decided to roost for a while.
