Clark Funeral Home Posted December 18, 2016 Report Share Posted December 18, 2016 (edited) Joyce M. Smith, age 70, of Hiram, GA, passed away on Saturday, December 17, 2016. She was born on February 14, 1946. She was the City Administrator of the City of Hiram, for 36 years and a member of Poplar Springs Baptist Church. She was a bright and caring person whose passion was rescuing Basset Hounds, and delivering homemade poundcakes to family and friends. Survivors include her husband, Vince Smith of Dallas ; daughter, Connie & Rick Ellis, of Smyrna; son, Alan L. Rakestraw of Austell; 2 grandchildren, Laura Rakestraw and Amber Rakestraw, both of Dallas; step sons, Stuart Smith of Douglasville, Ryan Smith of Canton. She was preceded in death by her parents, Marrell M. McGarity and Lois Smith McGarity. Funeral Services will be held at 11:00AM Tuesday, December 20, 2016 in the Chapel of Clark Funeral Home. The Rev. George Barnett and Rev. Donald Voyles will officiate. Burial will follow at Paulding Memorial Cemetery. The family will receive friends from 5:00PM until 8:00PM Monday, December 19, 2016 at Clark Funeral Home. We stayed at their home after school when her children and my sister and I were in elementary school at Hiram back in the good ol' days. Condolences to Vince, Connie & Alan and their families.
