The daughter of the late, Clarence Stead Foster and the late, Elizabeth Cordelia Watson Foster, she was born August 11, 1925, in Paulding County. Ms. Foster’s brother, James C. (Jim) Foster, and a sister, Kate Foster, preceded her in death. She graduated from Dallas High School in 1942 and from LaGrange College in 1946. He was born October 30, 1952, in Bicknell, IN, to Walter & Clara DeHosse, Sr. A sister, Danielle Sullivan, preceded him in death. He graduated from North Knox High School in 1970, and was a U. S. Kelly Carter, city of Dallas Councilman dies after illness Kelly D. Carter, age 64, of Dallas, GA, passed away Sunday, October 9, 2011. He was born on May 15, 1947 in Dallas, Georgia to Myrtle Carter and the late Clarence “Buck” Carter. He graduated in 1965 from Dallas High School and worked for Sears in Atlanta for 23 years.
