    Motorized Cart Ordinance (Final)

     

    Abstract – pertinent golf cart related provisions only

     

     

     

    Definitions:

     

     

     

    Operate on designated roads posted 25 MPH or authorized by development waiver review committee

     

    Motorized cart - No less than 3 wheels, 1300 lbs or less, cannot operate at more than 20 MPH

     

     

     

    Driving Privileges:

     

     

     

    16 yrs old with valid drivers license in possession

     

    15 yrs old with instructional permit in possession and accompanied by adult with valid license, parent, guardian in front seat

     

    No person under 16 or less otherwise can drive carts

     

     

     

    Operating Regulations:

     

     

     

    Must abide by traffic regs

     

    If recreation paths exist, use them rather than roads

     

    Carts shall not be driven on sidewalks unless approved in writing by Waiver Review Committee

     

    Headlights, tail lights on after daylight hours

     

    Can only cross undesignated roads at signaled intersections and marked cross walks

     

    Cannot operate across/over state roads

     

    Park carts in designated auto or cart parking areas – cannot park on sidewalks

     

    Carts can ot be parked in county right of way, upon any sidewalk or other right of way

     

    People driving shall not consume alcohol or possess open alcoholic beverage container while driving or sitting

     

    All occupants must remain seated while operating

     

    No person may sit on drivers lap while operating

     

    Can’t operate with more passengers than capacity set by manufacturer of cart

     

    Driver must maintain in the cart while driving – copy of registration, insurance documentation

     

    Owner or other person operating can not operate except for these provisions

     

    Owner duty to ensure no one under 17 operates cart in violation of ordinance

     

     

     

    Registration Requirements:

     

     

     

    Must register with in 10 business days of purchase

     

    2 numerical decals issued when registered – non-transferrable

     

    Record created with County – cart number, owner, address, insurance declaration maintained

     

    Decals affixed to sides of cart so fully visible

     

    Failure to have and to affix properly is a violation

     

    Registration $15 per year – may register for 1, 3 or 5 year periods

     

    Registration valid for period or until cart sold – new owner must re-register

     

    Owners must be 18 yrs old – one person’s name only

     

    When registered, cart must meets euipment requirements of this article

     

    Owner acknowledges/agrees cart to be operated in full compliance and operating requirements

     

    Must have insurance policy in effect that ID’s cart and insures it for

     

    $25K per person for bodily injury

     

    $50K per accident for bodily injury

     

    $25K for property damage

     

    Copy of insurance to be given to County at registration and kept in cart

     

     

     

    Equipment Requirements (affixed and in good working order):

     

     

     

    Braking system including parking brake

     

    Reverse warning device

     

    Main power switch – off position power circuit inoperative

     

    Head lamps

     

    Reflex reflectors

     

    Tail lamps

     

    Horn

     

    Rearview mirror

     

    Safety warning labels

     

    Hip restraints and hand holds

     

     

     

    Limitation:

     

     

     

    Ordinance does not apply to carts owned by golf courses, country clubs when such carts are used only on golf courses.

     

     

     

    Enforcement:

     

     

     

    Ordinance enforced by sheriff and/or county marshal

     

    Unlawful for any person or entity to fail to comply

     

    Cart operated in violation of ordinance may be impounded and/or issue citation to owner or operator

     

    Violations punished by

     

    1st violation – fine not less than $100 and not more than $1000 – possible incarceration

     

    2nd violation – fine not less than $300 and not more than $1000 – possible incarceration

     

    3rd violation – fine not less than $500 and not more than $1000 – possible incarceration

     

    Community service may be required in addition to fine

     

    Court costs paid by owner/violator

     

     

     

    Administrative Remedies:

     

     

     

    Paulding County Development Waiver Review Committee – 6 Members

     

    Handles appeals, modifications, waivers

  2. SafeLite offers an inferior product, in my opinion (and many other's). Call them and get a quote. Then call Abra and use the SafeLite quote as ammo to negotiate their initial quote down. They will come to you and they guarantee their work as well.

  3. No that is called wolf packing and it is not illegal. Georgia code defines a “speed trap”

     

     

    Obviously, we all aren't as smart and knowledgable when it comes to Georgia Code as you, 'Oh Great One.'

     

    Go pick a fight somewhere else. We all knew exactly what she mean't.

     

    By the way, she never even implied that it was illegal.

  4. I got a speeding ticket going 60 in a 45. The ticket amout is $180. Does that seem really high or is that normal speeding ticket rates these days? I haven't had a ticket since I was a teenager. Do they ever lower the amounts? Can I go to traffic school in lieu of the ticket amount?

     

     

    The last one I got was 2 years ago from GSP in Tifton, on the way back from Jacksonville. It was like a eighty in a sixty-five and the fine was more like $340.00. Too far to drive at plus $3 a gallon trying to keep the points off my record. I had to pay it and take the points too.

     

    My advice... Go to court and ask the DA to drop the speed so it doesn't go on your record and pay the small fine. Compared to what I went through, you are getting off way easy.

     

    By the way, for those of you that don't know, Tifton is a speed trap 365 days a year. The fines are ridiculous too, as you can see above. The make a killing off of us "out of towners," knowing we won't drive down to appear in court. Seems like I remember something to the ffect of the fine increasing if you take it to court too. Can't remember all the details, sorry.

     

    Doesn't 90% of America drive eighty mph on the freeway????

  5. I think it happened to me at US Play. I remember because the kid who swiped my card ran it through the machine on the register and another one on the counter. When I asked about it, he said it was 'some weird new policy. I thought it was odd at the time, so when this happened, I went to US Play and attempted to expalin the problem, but the mgr couldn't understand what I was saying. He just kept telling me that they would refund the additional charge, like I had been charged twice for my stuff at US Play, he never did understand. URRGG!

     

    If I had saw someone swipe my card off to the side I would loose my freaking mind... Seriously, the cops would be called and they could try explaining it to them (after they pry my hands from around the little twerps neck).

     

    I'm getting pissed just thinking about it. :angry:

  6. I got some info:

     

    the Publix will open on Thursday January 15th.

     

    So far, it looks like they will have the following (some things are not finalized):

     

    -Subway (yep, another one...)

    -McDonald's (yep, another one...)

    -Tanning (yep, another one...)

    -Nail Salon (yep, another one...)

    -Mexican Restaurant (yep, another one, but I am happy about this one. Looks like it will be La Bamba, same as Bent Water.)

    -Chinese Restaurant (yep, another one...)

     

    As information, for anyone that saw an Advance Auto Parts on the plans, that fell through.

     

    Looks like another boring strip mall with nothing special. Why can't we follow in the footsteps of The Avenue @ West Cobb? That place is freaking awesome!

     

     

  7. There is a Chick-Fil-A in Villa Rica (8 miles/minutes from the new Publix) and one in Hiram (7 miles/minutes from the Kroger on Ridge). While I may be in the minority, I don't like to see unnecessary development or building of retail, nor do I think that it would be a lucrative move for CFA to build in either of these locations when they have two stores so close in proximity.

     

    I would like to see a La Parrilla at the new Publix. The closest La Parrilla is in Powder Springs and, unfortunately, all the other Mexican Restaraunts simply pale in comparison.

     

    I would also like to see a liquor store. Right now, my neighbors and I have two options while living in New Georgia: Drive to Douglasville (Arbor Place) or drive to Hiram (Nebo). Although I know this will never happen with the Baptists across the street, I would vote yes, if ever given the opportunity. Again, possibly in the minority, I don't think folks go to hell for drinking alcohol.

    I just received this and it made me cry. I thought it was very fitting in this thread. I totally understand where you're coming from, but I loved this email. It's long, but well worth reading.

  9. I may be mistaken, but I think its to permit pouring to be allowed in all the county. As of now its isolated to Hiram and Dallas. In other words; a restaurant wanting to locate in the county, but not within city limits, is currently not allowed the opportunity to pursue a license.

     

     

    Sounds reasonable enough, but I live in The Georgian and I know for a fact that The Frog (golf course) serves on Sundays. Also, Creekside does too. Neither of those are located within City limits.

  11. Have any p.commers delivered a baby at the new Tanner facility in Villa Rica? I am thinking of switching there from Northside Cherokee, due to the distance, but don't know much about it, other than it is new and small. I am almost 29 weeks and have a 13 month old. The thought of continued drives to Woodstock for appoitments (which will only become more frequent) and the delivery WAY up there have me a little scared. Please share any insight you might have. Thanks!

     

     

    I had one delivered in Northside and the other at Tanner VR (one other in Michigan). Not that I had problems at Northside, it is a great facility. However, I prefer Tanner. At Tanner, you get more individual attention and you don't have 30 miles of hallways and paid parking. When my wife arrived at Tanner, there was NO BABIES in the nursery. The entire nursing staff was present when my youngest son was born. He effectively reopened the nursery.

     

    Its just my opinion, but I believe Tanner is great, better than Northside.

     

    One other thing... My wife had complications, was in labor for over 24 hours. At 24 hours, they decided to perform a C-Section. Again, everything was perfect. From their handling my wife in her hysteria, to me crying like a baby, to my son being surgically removed from his mother's womb. We did have some issues with the spinal tap/epidural or whatever it was... the anesthesiologist (hope I spelled that right) had to stick her repeatedly. I wasn't present, but from what i understand, the issue was with my wife's anatomy, not the anything the tech was doing wrong.

     

    Here is an endorsement for Dr. Eric Vera, OB-GYN. His office is close to the Publix at Mirror Lake. We use Dr. Young at West Atlanta Pedicatrics, who is across from Stars and Strikes in Dallas. We love that Doctor's office. I transferred all of my kids from West Cobb to there after my youngest had some issues with his keeping food down. The worked with us and got him fixed up perfectly.

  12. I, for one, am pretty pissed about the whole thing. I understand that he is the "top dog" and should get to screw off after 30 some odd years or so on the job. I also understand that he is on call 24/7, apparently he didn't get the memo though (he had no intention on going anywhere on the MANY days that he went without his vehicle). However, this guy took it to another level all together...

     

    Who the he11 is running the place?! If not him, then who? And, if the person running the place in his absence thinks he was "grooming" him or herself to replace Bruce Harris, then they should've thought about the repercussions of covering something like that up first!!! I will not vote for anyone in that office after this BS.

     

    Man, that pisses me off. I don't know what's worse, the vehicle (looks to be about a $35 or $40 thousand dollar one) that I helped to pay for, the $103k salary for an absentee Sherriff, or the gasoline at $2-$3 dollars a gallon.

     

    And by the way, no I don't want a camera up my arse. That's why I haven't and have no intention on ever running for public office; because I realize that my life would inevitably end up under a microscope (as did Bruce Harris).

     

     

     

     

     

    I have lived in this county all of my life and I can't believe some of the CRAP being said on here. I can personally say that I have talked to Bruce numerous times over the years with a variety of problems. He has always talked to me personally and has always kept me up to date on what was happening with the situation.

     

    How many bosses of these big companies know how many employess they have???? That's why they have Human Resources and other departments and people to do the jobs. Why should this job be that much different???

     

    As far as some of the deputies----I have seen quite a few that have some real attitudes to go along with their uniforms.

     

    How about the deputies that work the "side" jobs, in the county cars, in the county uniforms, etc.

    I can distinctly remember a certain deputy that worked weekends at a certain place in Hiram ( that has alot of kids every Friday and Saturday nights, with a huge wooden floor inside!!) and he couldn't do his job for following the past manager around like a dog in heat---and they were actually caught outside a few times (doing some R rated things) by some of the kids and parents!!!!! Now that's what I call a job with benefits!!!

     

    Back to Bruce---leave him alone---let him retire. I can just about lay money that in a few years, when somebody else is in that office---the same folks will be on here griping about something that they have done.

  14. I completely understand where you're coming from and, as the mother of teenagers, I agree. What is the truth many don't want to see is that, if the incentive is there, "it" will happen. For lots of teens, the only place it COULD happen is in their car.

     

    I don't think the situation the OP was posting about was something like the above. I'm guessing it was sneaky and clandestine "relations" between two adults. They can do that as long as they keep it private, but doing it in someone's neighborhood/front yard is disrespectful at the least and just NASTY otherwise. IMHO.

     

    And personally, I don't care who you have "relations" with or where, but I WOULD take exception if you chose to do it in my cul-de-sac and my front yard, whether it was 10:00 pm or ANY other time of the day.

    Also, as a father of kids ranging from 0 to 13, I would hope, should my children ever engage in sexual activities in front of any of your homes, that you would run them off. I'll do my best but it still "takes a village."

  15. I personally don't see an issue, nor do I find it surprising, with someone being more upset about two dudes swapping slober in their cul-de-sac versus two people of the opposite sex swapping slobber. I wouldn't want my neighborhood to be the hotspot for gay relations either.

     

    I would say that having sex is unacceptable either way. Find a room...

  16. This is not about the money, it never has been for me. It has everything to do with principle. Your math however is a smidgen off.

     

    First of all, I am a "recent poster" to PCOM. I LOVE IT!!! Thanks everyone for giving me a place to, well... vent! :)
