    Until the actual person is served then no it doesn't count. If you have paid to have them served then they have not earned their money until they serve the intended. If they refuse to get it right then they need to give you your money back unless otherwise stipulated in your contract.

Republicans are too morally misguided with their idiotic stances on religious tolerance, gay marraige regulation, and moral legislation. Democrats...pretty much idiots on every other issue. You want the Libertarian view you let me know.

    So I guess you had no intention of mentioning that of that of that number only 825k were previously uninsured, that they are counting in that number people who signed up for medicaid and of that number arent reporting those who would have qualified anyway, and of that number how many have seen their premiums go up.
