I have a theory on climate change. If the school district is wanting to reduce custodial costs by going outsourcing it, then they have sent out a request for proposal that includes all the services they want a cleaning company to perform. Before a cleaning company bids on the proposal, they require the complete square footage of each facility of the school district. They base almost everything off that square footage. I know exactly what I'm talking about as I worked as a project manager for ABM who had a custodial contract with Gainesville Public Schools. All the services the custodial company is going to do is specified in the contract. The contract between ABM and the Gainesville school district stated classrooms, gym, offices, and bathrooms would be swept every night; spot mopped nightly, and completely mopped once a week. Day porters usually do the following during school hours: clean up messes and spills on floors as they occur, take out cafeteria trash and the tables clean during lunch, sweep and mop the cafeteria floor after lunch, clean up after a kid when they throw up, replace paper towels and toilet paper in bathrooms, etc. Elementary schools usually have 2 day porters, middle schools 3 or 4, and high schools 6-8. When a house sits vacant because it was foreclosed on, the chances are the property taxes have not been paid. Also when property values took a big drop, it also reduced property taxes, thus resulting in less collected tax revenue for the school district. Most likely operational expenses for the school district have continued to rise while collected tax revenues have declined. How much has the cost of health care increased for the school district because of ObamaCare? A company contracted to clean the schools will do all that as well. Most of these contracts are written to where the floors will be stripped of their wax once a year as part of the summer clean up. Floors will be swept and mopped daily. Hallway floors are usually buffed twice a week. Classrooms, bathrooms, gym, and cafeteria are all cleaned daily as well. I have yet to see any of these contract companies who provide cleaning services be a union shop. It would make them uncompetitive.

I've dealt with the issue you and I are discussing. It doesn't matter if the civilian is a DoD, Dept. of the Army employee, or a contractor you cannot make them clean the building as part of their duties. The reduction of government employees has been minimal compared to the reduction of military members. I've seen more military jobs become contractor positions than I have government employee jobs become contractor positions.

Most likely the police officer was driving at the speed limit while the car passed him. If that's the case then the car the police officer pulled over was speeding and in violation of the law. What's wrong with a police officer enforcing the speed limit laws? This is another attempt by TP to make police officers look like bad people. -
PX and commissary employees have always been civilians. Downsizing of the Army under the Clinton administration resulted in a reduction of force where the Army had to choose what positions to give up. A lot of those positions were in food services resulting in the need to hire civilians to replace them. There are almost as many civilians working at the Pentagon as there are military personnel. You can't make the civilian personnel do janitorial duties on top of their job. That and because the building is so big they hire janitorial companies; except those companies can't clean in restrict

Usually what happens when a school turns cleaning over to a contract company is, they phase it in.

Does anyone have experience removing Rain-X from your windshield ?

Many people take their car a carwash to clean their car and have wax or a sealant sprayed on it during the process. Glass cleaner will not completely remove that from the windshield and that is big reason why people see streaks in their windshield after applying Rain X. This is why it is important to use a glass stripper to clean your windshield before applying Rain X to it. Some people use a mild abrasive cleaner to clean their windshield instead.
