Good suggestions from others. I'll add for you. If and when you do install a fence, install it about 12" inside your property boundry lines. I know of and have heard many stories where a fence or structure has been installed just even a couple of inches on the adjoining property boundry, therefore causing problems such as when someone decides to sell and it's found out the survey or the installation was just a tad off

Sounds as if your landlord was vocal enough to mention being behind on the mortgage a couple of months is a red flag IMO. More than likely the landlord is in the default/foreclosure process. I'd be looking at moving but also do the right thing and document notice to the landload, or whatever you may have as a rental contract. Do you have a security deposit that could be at risk losing if you stopped making rent payments or do an early out of rent agreement??? Sadly if the landlord has not been appling your rent payments towards the mortgage, I doubt any security funds are available to refund a

Bingo, I understand. Capitol expeditures (infrastructure) VS O&M budget. Same thing as asking for a special "funding" tax. You can only use those funds on THAT project! In the private sector I asked for capitol $$$ on certain things we needed for growth in the business. If I sat on my arse on that $$$$ without starting the project I would be questioned why did I request the funding in the first place, and then told USE IT OR LOSE IT!! People need to understand the general taxes VS any SPLOST taxes, and where each one is a different operate or wish list.
