(Paulding County, GA Paulding Deputies and Detectives made an arrest in a murder that occurred this past weekend on Old Locklear Road which is located in northwest Paulding County.  At approximately 11:39 PM on February 5, 2022, Paulding E-911 received a call from individuals located at 258 Old Locklear Road Dallas, GA 30132 reference a female who had just been shot.  The complainant initially explained that the female victim had been shot by her brother and that they were both intoxicated.  They further advised that bystanders on scene were attempting life saving measures.

Once Deputies arrived at 258 Old Locklear Road, it was determined that the victim, later identified as Shana Nicole Dover W/F, 35 YOA, had succumbed to injuries which were sustained by multiple gunshot wounds.

After further investigation, it was determined that the victim and suspect were not blood related, but rather very close friends that refer to each other as brother and sister.  Deputies were able to determine that some type of dispute occurred prior to their arrival and as a result, they arrested the suspect, later identified as Justin Blane Smart, W/M, 32 YOA, who was still at the residence.  Smart was charged with the below listed offenses:

    •  -Aggravated Assault (F)
    • -Murder (F)

Smart was subsequently transported to the Paulding County Jail where he is currently being held with no bond.  As the investigation continues, more charges are likely.  If you have any information about this case, please feel free to contact the Paulding County Sheriff’s Office Criminal Investigations Tip Line at (770) 443-3047 or via the Paulding Sheriff mobile app.

  2. Paulding County CodeRED Weather Warning and Mass Notification System Information

In an emergency, citizens must be provided and updated with accurate information. Paulding County’s solution for this need is CodeRED weather warning and mass notification system. CodeRED Weather Warnings automatically deliver advanced notification of severe weather events as soon as a Warning is issued by the National Weather Service (NWS). Once an account is created, CodeRED delivers voice calls, text messages and emails to subscribed users within the direct path of the storm. These messages aim to provide residents the extra time needed to take precautions and save lives. Weather alert warnings may include tornado, severe thunderstorm, flash flood, and winter storm warnings. Paulding County EMA also utilizes CodeRED to provide Paulding County citizens with information regarding other critical incidents, such as: hazardous materials accidents, missing persons, public health statements such as boil water advisories, and air quality issues. The goal of these notifications is to prompt citizens to take recommended actions to protect life and property.

CodeRED Weather Warnings are automatically issued using a polygon methodology to interpret alerts issued by the National Weather Service to determine the exact areas affected. The system then creates a calling database of all CodeRED Weather Warning subscribers within the projected path of severe weather. Instead of traditional county-based warning systems, such as outdoor sirens which are antiquated and costly to maintain, CodeRED sends alerts to only those users whose addresses entered on their account may be affected. This increases the relevance of the alerts being sent and reduces false alarms. With this being the case, any address changes made should also be updated in the CodeRED system.

Paulding County EMA encourages every Paulding County citizen to create an account for their home, business, child's school/daycare, whatever the case may be so that they may receive weather warnings promptly and be able to take action to keep themselves and their family safe.

  3. (Paulding County, GA)  On Thursday June 3, 2021 at approximately 6:26 PM a 911 call was placed to Paulding E-911 regarding a domestic dispute at 10116 Buchanan Highway Temple, GA 30179.  The complainant advised that her and her husband had gotten into a verbal/physical argument that had gotten extremely heated.  The argument continued as she and her three children retreated from the home.  As the female was leaving the home, the male fired multiple shots at her and the children as they ran up the driveway toward Buchanan Highway (GA SR 120 West).

Once the female and the children got to Buchanan Highway, they flagged down a passerby who took them to Rose’s Store which is in the Union Community of western Paulding County.  While at Rose’s Store, the female made the 911 call and Deputies responded and met with her.

When Deputies and a Trooper with the Georgia State Patrol arrived on the scene, they made their way down a long gravel driveway toward the home.  When they got approximately 50 yards from the home, the male, later identified as Thomas Brian Buchanan, (W/M, 41 YOA) came out of the home and fired one round at Deputies and the Trooper.  A short time later, he came back outside and began firing multiple rounds at law enforcement.  It was then that Deputies and the Trooper returned fire toward Buchanan.  Buchanan subsequently retreated into the house and the Paulding County Sheriff’s Office SWAT Team responded to the scene.

A short time later, the SWAT Team arrived on scene and surrounded the home.  When they got in position, the SWAT Team and the Crisis Negotiations Team began the negotiations process.  After a lengthy negotiations process with no response from Buchanan, the SWAT Team searched the residence and ultimately discovered the body of Buchanan in the home.

After it was determined that Buchanan was deceased, and the home was clear, Detectives with the Criminal Investigations Division and the Paulding County Coroner preliminarily made the determination that Buchanan had died as a result of a self-inflicted gunshot wound to the head.  It was further determined that none of the Deputies or Trooper’s rounds struck Buchanan.  Buchanan’s body was later transported to the Georgia Bureau of Investigation (GBI) Crime Lab for an autopsy where an official manner and cause of death will be determined.

Detectives want to encourage anyone who was a passerby on Buchanan Highway when this incident was unfolding and may have seen anything, to please call the Paulding County Sheriff’s Office Criminal Investigations Tip Line at (770) 443-3047 or submit a tip via the free Paulding Sheriff mobile app.

  4. Actually they do regular testing of the water provided from the Cobb-Marietta water authority which is treated by that authority.

The new water supply coming on line or maybe it is there, is from our own reservoir up 61 highway with water from I think the Flint River that is pumped into our reservoir and ultimately treated for human consumption.

Because of the forests that are the halmark of nwGA, I wouldn't worry about pollution from things like strip mining or the sludge from coal-based electric generating plants.  The water supply is actually 'pretty safe' ... but it is monitored.

It is fine and it is safe.

  5. You probably got a notice that pcom is 'unsafe'.

    BS.

Our 'paid for' SSL routine expired and with the new private rules established by google requiring third-party security basically flags us. We've paid for the new 'ssl' certificate and I'm waiting for it to be 'installed.'

In that context, it is my bad. It should be resolved by Monday or Tuesday when the folks at the server farm get around to installing it.

  6. Dispute ends in death of 21 year old

(Paulding County, GA) On Wednesday March 24, 2021 at approximately 8:29 PM, Paulding Deputies responded to 25 Lanier Court Hiram, GA 30141, which is the amenities area (tennis court/pool area) of the Regency Park Subdivision, reference a shooting. Once they arrived, Deputies discovered the body of the male victim, later identified as Brian Perry Belin, Jr. (B/M, 21 YOA).

James Graham Ward B-M, 19 YOA (1).jpgDeputies then secured the scene while Fire and EMS personnel attempted lifesaving efforts on Belin, Jr. Unfortunately, due to the seriousness of his injuries, Belin Jr. was already deceased as a result of multiple gunshot wounds. As soon as they arrived, Detectives immediately began speaking with witnesses and determined that the victim and the suspect had engaged in some type of dispute.

The dispute turned violent when the suspect, later identified as James Graham Ward (B/M, 19 YOA), shot Belin, Jr. in the area of the tennis courts and then fled the scene.

In the early morning hours of March 25, 2021, Deputies with the Paulding County Sheriff’s Office Warrants/Civil Division were able to locate the suspect at a residence within the city of Dallas, GA. Ward was subsequently taken into custody without incident. Thus far, he has been charged with felony murder and is being held in the Paulding County Jail with no bond. Detectives expect more charges in the coming days.

Detectives are encouraging anyone who has information about this case or were a witness, to please call the Paulding County Sheriff’s Office Criminal Investigations Division at (770) 443-3015 or you can call our anonymous tip line at (770) 443-3047.

  7. If you want the unvarnished truth; we are all vulnerable all the time to a whole host of threats from viral infections to random acts of violence.

The good news is that society, when it works and every one is working together, tends to minimize the risks.  Regulations that require things like sprinkler's in garages or guard rails along highways are all designed to minimize the risk of injury, property loss and death.

Most of the time, most reasonable people cooperate to act 'civilized' by being basically civil.

In the case of Paulding's water, the factors in our favor is that the equipment and standards of operation are relatively new so there is little to no likelihood that they're dealing with extra-hackable Win 98 software and there a presumably a lot of other potential 'targets' for this kind of terror.

But the primary reason we don't kill each other all the time with relish is because such acts of violence offends the common sense and decency on which religion and morality is based. Unfortunately, some folks, even when they have religion, seem to be lacking in common sense and decency.

But that is only a problem if these folks start acting out. Usually they don't; at least until they're excited because they were incited.

Said differently, I don't think anyone, other than maybe some right-wing loons to our northwest figure Paulding's too suburban (aka: liberal) for the ultra-conservative balance of the 14th District.

  8. Got this rather detailed explanation of what's wrong with our politics and why.

The basic idea is that attacking on divisive issues on which there is a rough 50-50 split (while avoiding issues where most American's are in agreement) is a winning political strategy and if you can keep the level of fear and ire high enough, political judgments based on the quality and competence of the governance are ignored.  That means the generally recognized and agreed upon needs and concerns are ignored or given short shrift.

Their take on the issue is contained in the title of the document:

WHY IS GOVERNING NO LONGER GOOD POLITICS?

    FixUS_Report_Why_Is_Governing_No_Longer_Good_P.pdf

The origin of the group FIXUS is from the group of national leaders who are sincerely concerned about the budget ... so, expect the names of former secretary's and chief's of staff from both parties to be well represented.

I'll simplify this a bit more. Some folks figured out you can game the system for fun and excess profit; all you have to do is control the government and run it to maximize your profit and, if you're like a lot of folks - those who believe that its all okay as long as you don't get caught - if you grab that power, you can reward your friends and, if you are anti-democratic, consider all others who demand power as enemies.

We've encountered one of these problems before. Think about prohibition; that is when the do-gooder's over-reached and forced the society to divide over freedom to imbibe; a circumstance that inevitably resulted in the organization of criminal activity. Overall, that act was bad idea.

The genius of democracy is that it makes us responsible for each other; whether we like it or not.

The point is that government must start governing and the MAJORITY, as determined by regularly scheduled free and fair elections, demands it be done in a manner that recognizes their interests.

But the elections too are being gamed by the system, which through a policy decision made by the conservative court, energized the power of money by eliminating critical limits in the Citizens' United decision early in the last decade.

That too is addressed in the fixus report. It is a positive approach to thinking about the issues of governance, rather than the game of playing on the fringe in the cultural wars, which is, BTW, largely a diversion from the real issue. That issue is good govenment.

  10. Here is a highlights of a detailed report on Paulding County's Covid infection from the Johns Hopkins data published in the NYTimes.  This data is updated daily so this link to Paulding's 'report' should be available at this link.

Paulding County is at an extremely high risk level.

The test positivity rate in Paulding County is very high, suggesting that cases are being significantly undercounted.

How to protect yourself and others

Based on the extraordinarily severe outbreak in Paulding County right now, here’s how to lower your personal risk of getting Covid-19 and protect your community, according to public health experts at Johns Hopkins University and Resolve to Save Lives, an initiative of Vital Strategies.

If you or someone in your household is older or has other risk factors for severe Covid-19, you may need to take extra precautions.

Indoor activities are extremely dangerous right now.

Avoid indoor dining, bars, gyms, movie theaters and nonessential shopping, as well as having friends over to your home, and indoor personal care services like haircuts and manicures. Given the severity of the outbreak in Paulding County, spending time inside with people from other households puts you at risk for getting the coronavirus or spreading it to others.

Whenever possible, you should choose delivery or curbside pickup instead of shopping in person. If shopping in person is the only option, limit yourself to buying only essential supplies, shop during less crowded hours and keep your visits as short as possible.

    Avoid nonessential travel.

Avoid all nonessential travel. If you must take a taxi, open the windows and sit far away from others in the vehicle. If you need to take public transit, try to avoid rush hours and crowds so you can keep your distance from others. If you fly, choose less crowded flights or airlines that keep middle seats empty.

Avoid events with more than a handful of people.

Weddings, funerals, concerts, sporting events and other gatherings that bring multiple households together are places where Covid can spread easily. At this level of risk, even outdoor events are not safe, so consider postponing. Religious services are safest when conducted outdoors and without singing.

Outdoor activities can be a good substitute.

Walking, cycling, running and other outdoor individual workouts are the safest kinds of exercise. Low-contact outdoor sports like singles tennis, skateboarding and golf may be enjoyed safely. Contact sports like basketball and soccer should be avoided.

Because of the extremely high risk of Covid in Paulding County, even outdoor dining and outdoor bars are unsafe.

Protect yourself at work and school.

Work remotely when possible and avoid in-person meetings. In the workplace, less crowded hours are the safest to be on the job.

Children tend to have less-severe symptoms but can still spread the coronavirus, so consider the health risks of everyone in your household when making decisions about your child’s activities.

Learning environments where students stay in small groups at all times make it safer for younger students to go to school. Older students should choose online instruction if possible. Avoid play dates and extracurricular activities.

Get medical care if you need it.

Do not skip or delay medical care, including mental health care. Talk to your doctors about postponing any nonessential appointments. If you have an appointment, call before your visit to find out if you need to take special precautions, and ask if telehealth is a good option for you.

Take these important precautions all the time.

You should stay at least six feet away from people who live in other households. Wear a mask that covers your nose and mouth when you are outside your home and whenever you are around people who do not live with you, including any visitors to your home.

If you feel sick or have been exposed to someone with Covid, you should stay home and get tested. If someone in your household feels sick or has been diagnosed with Covid-19, everyone should wear a mask, wash their hands often and stay at least six feet apart from one another, even inside your home.

Avoid crowds, and limit the number of people you meet and the amount of time you spend with them. Avoid indoor spaces with poor airflow. Wash your hands often, especially after visiting a public place or blowing your nose, coughing or sneezing.

It’s important to continue taking these precautions even after you have been vaccinated. The vaccine is safe and highly effective in preventing you from getting the coronavirus. But researchers do not know yet if it also prevents you from infecting others after you have been vaccinated.

    image.png

The number of hospitalized Covid patients has risen in the Paulding County area, and I.C.U. occupancy is very high. Deaths have remained at about the same level.

    image.png

    image.png

      That about sums it up.

Do know that if you read this at 2:45 pm on Friday, and you're over 65, you may get your first vaccine shot (probably the Moderna vaccine) if you trot right down to the Health Dept. next to the Chamber trailhead for the Silver Comet Trail.  If you're under 65, you may be able to get a shot if they have any left-over shots when they are closing this evening.  Seems if they have one, two or maybe even five shots left-over after inoculating all those qualified (over 65) you may get the shot if there are doses that will go to waste otherwise. You may not be able to get the second shot but the single dose will give you immunity to Covid at about the 50 percent level - i.e. a whole lot better than nothing.

Yep, if I were 55, I'd be rounding up two or three older folks I know and take them to the health dept. on the off chance they'd end up having to open a new batch and result in at least a chance.

  11. I think it is the 'forum' ... I chose the old political one that was turned into a moderated one a long time ago.

I wouldn't normally post here about Putin but when I saw the story with the link to the video, I wanted to share it and also share the fact his 'subjects' are relatively pissed over the 25,000+ sq.ft luxury apartments in Moscow Putin 'arranged' for his three 'mothers-in-law' from his three fiancées.

Oh good, then ACA can lose even more money.

Losing money is logically distinct from spending money.  Obviously, you don't know the difference so I'll explain.

When you spend money, you pay your money and get a product or service in exchange.  That doesn't mean you made a good deal or a bad deal but simply establishes there is a quid-pro-quo in which there is usually an agreeable exchange of money for goods and services.

For example, if you're one of those folks who has a lot of money and you buy a vacation house on the beach you've paid your money got a vacation place in exchange.   Now, if you  paid 250,000 for the property but only insured it for $100,000 and a hurricane comes and washes your vacation home away, you just lost $150,000.  When you lose money, it is gone and you have nothing to show for it.

I can only suppose you're just pissed because you have super health and you, like me and my family, have done what you had to for the past 20-30-40-50 years paid premiums for health insurance and you consider all that money 'lost.'

While I can spin ALL INSURANCE, auto, home, life, health, etc. as you betting with a big company that you're going to get sick and cost them a bundle with hospital and doctor bills, it is kind of stupid to say you lost the bet if you didn't have a wreck, your house goes up in flames, you lose an eye, leg, arm or your life and you're not lying in a hospital.

In essence, by saying we all lost money on the ACA makes me think you think health insurance is a lose-lose situation.

I know, conservatives don't wear masks and other silly stuff because of your certainty that when it is your time, it is your time.

  13. Following is a video put together by Russian dissident Alexei Navalny he released after he returned to Russia after being the victim of an attempted assassination by deadly nerve agent.  He was immediately arrested and since then, in the freezing winter that crippled and defeated armies from Napoleon's to Hitler's onslaught, the victors in those engagements - the Russian people - have been in the streets of over 100 cities demonstrating by the thousands. (Source: WAPO)

Part of what has 40,000 people in the streets of Moscow demanding Putin be deposed is a video that Navalny produced while he was recovering from the assassination attempt.  It is produced in Russian with English subtitles and details, among other things, a outrageous palace Putin built on the Black Sea. Putin now claims he doesn't own it.

In Russian but with English subtitles. Ought to be an interesting view of Russia Today :)

It is irrational to suggest that 232 is greater than 306.  It is irrational to think that 74,223,744 is greater than 81,283,485.

I am rational as I recognize these numbers were certified by fifty state legislatures, based on the work of some 4000 independent county voter offices run by men and women whose loyalties are to their communities and their endeavors are to do a good job based on the laws of their individual states. I've covered elections and the sheer distributed nature of the beast is the greatest guarantor of honest elections, followed by the personal interests of the literally tens of thousands of 'candidates' whose names are also on the ballot.

Beyond that, hate is hate, love is love. Love is usually expressed by the spread of good will and happiness; hate is most closely aligned with misery.

That anyone, much less an entire political party, might embrace hate, division and an irrational interpretation of the social and physical sciences, can only be understood as an unhealthy lust for power.

Society is served much better by working to understand the complexities of the social and physical sciences in relation to governance. There is room for conservative as well as progressive solutions to the problems and crisis we as a people face today and will continue to face throughout the future.

Our current reality is marked by the current chaos caused by the election of someone whose mission was to destroy the administrative state, which has been ossifying over the past four decades as entrench interests conspired to maintain profitable economic engines  despite the fact continued exploitation of particular resources will wreck the environment.  The end result is the injustice that comes from the few profiting from the misery of thousands whose circumstance puts them in danger from that private taking.

The challenge we face in making a more perfect union is centered on the concept of justice. That is a tall order.

My understanding of justice in the context of government is famously symbolized as the level playing field.

Anyone not blinded by hate will immediately see we have a lot of work to do.

As we enter this challenging time, let me suggest that when confronted with a dilemma we attack the issues with pragmatism informed by understanding.

The scourge of drugs is one example that needs a complete re-thinking with the idea that it is past time to substitute treatment for incarceration.  We've know the payback in a dramatic increase in productive lives lived by those obtaining treatment pays taxpayer dividends over the cost of housing prisoners in private jails in a system that has been gamed by the private firms who have bribed judges for juvenile bodies.

Think about it. Isn't it a richer, more fulfilling life to consider others in public decisions and protect the individuals from the inevitable overreach of those chasing wealth and power.

And shouldn't those whose schemes cross the line endure accountability and penalties?

Again, a lot of work and we need rationality, pragmatism, accurate truths including an abiding consideration not only for liberty, but justice.

  15. If you're like me, you wince every time you see someone get a covid shot. The dang thing goes in at least and inch and a half and that has to hurt.  But if you look at the person getting the shot, you'll notice they don't flinch at the point of impact at all.

So, what makes me an expert?

Seems if you're over 65 and happen to show up at the local health department, there's a chance - at least the rest of this week - you can get your first covid vaccine injection.

The folks there suggested you show up at 7:30 in the morning and if you're qualified, they'll have you fill out a form and send you right in.  They'll be at the location next to the Paulding Chamber on 278 in Dallas Wednesday, Thursday and Friday.  I know that they'll be open each of those mornings and I think they are there in the afternoon on at least two of the days.

The whole thing takes, including filling out the form, about 30-40 minutes, including a mandatory 15-20 minutes for observation (to make sure you have no allergic reaction.)

Some folks have made appointments but the nurses at the county facility have the ability to administer the vaccine to 'qualified recipients' (this would include law enforcement and health workers and maybe some other essential workers like nursing home workers ... including all over 65)

They're working on us old farts because we are the greatest risk of, as I understand how the vaccine works, it doesn't keep you from getting covid but it mitigates a bout with covid with a result of no or minor symptoms in 95 percent of the cases after your booster (You get the first, you're put on the list for the second.) The first shot - if it is the only one you get - will give you 50 percent protection.

Anyway, I had looked on line a couple of times to see if that was the way to get the shot and I suppose it is working for some folks but this 'walk-in' idea - I literally was stopping by to see how to get an appointment or whether they had any shots at all when they said, come on in, fill out the form and once I did that, they ushered me back, asked me another question or two, asked me which arm and wham, bam, thank you mam.

Got to see an old friend there, too boot (while I was waiting in observation after the shot.)

I like the walk-in gig (and its free.)

But this shot really doesn't hurt. I'm pretty sure that this is because the injection needle has an extremely small diameter - kind of like acupuncture needles.

  16. ... and the hating breaking continues.

A highly respected Yale historian recently wrote about the two factions of the GOP he called the Breakers and Gamers. It is a really interesting article that defines the Trump faction as breakers who use the power of the bully pulpit to distort reality for fun and profit.

The point is that in my opinion, based on observable facts, what we've seen over the past four years is the greatest grift of all time.

The other thing I think Citizen Cain was making was it is hard to do business with folks if you don't trust their judgement.
