  14. Absolutely you can file a civil suit. The neighbor's actions have damaged and/or devalued PT's property. But it would probably be best to do that only as a last resort.

  17. It depends. Some things are still handled by the county, even in the city limits. They will tell you if you call in. But PT, I would try the neighborly approach first and go talk to the guy. Usually best not to get the government involved unless necessary.

  19. He probably should have had a permit and inspection before doing any land disturbance of that magnitude. I would try talking to him first to see if he'll take responsibility. If not, try calling code compliance.
