You can not blame that on the state legislatures. Georgia is a very rural state still and has substantially less in commercial capacity. Further, that if you tax the crap out of those with capital then they will not have as much capital to invest. Maybe if after say, the person had like 6 kids or so with no means of support and had the kids taken away, the government could have the person thrown in jail for theft after becoming pregnant again. That is only a matter of semantics. Wheter or not the employee or employer pays it is irrelavent. It is part of the employer's cost to employ that employee. That cost also includes wages, SS, MC, HC, Vacation, Sick leave, and whatever else you want to throw in there. If these items were not being paid to 3rd parties (mandatory or not) then the emloyer would (I say would but maye SHOULD is more appropriate) pay the employee mor leaving the employee to pay all of this and hopefully still bring home the same wages. Again, It is all how you look at it.
