I think they should ammend the neg. stats to where you have to state why you feel obligated to do that along with showing who gve a neg rating. It could be done in a sub menu where the explanations are not seen unless you want to. But I still have to wonder why someone would give a statement like that a neg mark. I have heard that many folks that have the funding/jobs/credit needed to buy a new/different home are doing the following. They tend to be older and will likely be purchasing a home they will stay in for more than 10 years. They go get qualified / approved for the new loan. In regards to the 27% that are under water. I think it does make sense if you stop to consider the foreclosures. With the vast number of forclosures that have already gone through, the banks have taken over the position of the entity that is actually under water. The numbers do not include those banks. There are also many folks who just "walked away" from their homes when they realized how far they had deprciated. Then you have the short sales and the bank sales that have already cleared the homes that were underwater that are not now because the loss in value has already been realized by some
