Nope, not presently. We can build new desktops for very cheap, the only two questions you'll have to answer are:
What is the computer going to be used for?
and
What's your budget for a new PC?
Some questions to narrow the possibilities down:
What operating system did your toughbook come with (before you loaded XP on it, was it a Vista machine?)
Did this problem ever occur before your new hard drive+reinstall?
Does it do this if you use a mouse, or touchpad (if it is equipped with one)?

came with xp pro, no problems b4 the hard drive melt down. "physical damage"

Sounds like your input devices are interfering with each other (I've seen this before on laptops with mice attached).

If the operating system interprets the packet alignment incorrectly, it may misinterpret data, thus causing erratic movements and clicks.
Since you're at the point where you have up to 3+ potential input devices, your chances of this happening are very large. While it's talking about PS/2 mice, the same concept of different input signals conflicting in cursor movement would easily apply here.
Follow the Microsoft rabbit into the hole to see if you can fix it this way:

Done all that with no positive results. "remember i have been at this the better part of 2 days."
But what would explain the movement of the cursor even when no input device is being used or manipulated? The computer is sitting there with nothing / no one touching it and the cursor is still flying around the screen.

Another potential cause is your drivers, if Panasonic has general drivers for their touchscreens/touchpads, then you may want to look for ones that were released up to a year after your machine was released instead of the newest. You have to have a Toughbook to access their support/drivers website, so I'm not able to take a peek to see how they have things set up there.
The same 1-year rule applies if they have drivers listed for each specific model... newer drivers may include more revisions of the same product, turning them into a more "general" driver and therefore less reliable for your model.
On top of the driver issue, I have another question- Are you using WinXP Professional or WinXP Pro with Tablet Edition? After doing some investigating around the net, making sure you're using Tablet edition has been offered up as a way to fixing strange cursor issues.
Then again, I may be barking up the wrong tree in blaming how the cursors are interacting with your hardware/software- it's (very) remotely possible it's a virus/spyware problem. Is your antivirus/antispyware up to date?
Also, does this occur in safe mode?

I can not remember if it did it in safe mode I’ll go check. Virus should not be an issue as this is a new hard drive and never been connected to the net. All drivers downloaded from Panasonics web site are cf28 specific and all versions are a few years old.

bit of an odd one since you asked...
seems it's only on my "everyday" user account....several other accounts set up on this puter and all the rest have the new style start button....
any clue what may cause this?
winxp sp2 but was like that with sp1 as well

I wouldn't be able to build a new one for that much unfortunately, the cheapest I could build without a monitor would be ~$200. I'd be using new parts though.

When you say "new style start button", do you mean the Windows XP green Start button? The kind of button you have right now is part of the Windows Classic appearance set, a visual setting you can find by right click your desktop, selecting Properties, in the Appearance tab. Check the drop-down menu under "Windows and buttons" to set it back to the default Windows XP style.
Something I noticed about your picture:
The My Computer and My Network Places buttons both have non-stardard art for them, as well as your color scheme. A theme pack may have been installed for your user, in which case if you can track it down you can also put your other settings back in order. Check the Themes tab as well, you may be able to easily switch back to the default Windows theme too.

OK, I have a question, regarding an error I get everytime I reboot or turn on the pc, but I will have to wait until next time to get what the message says and tell ya.
Next prolem, like a dummy long ago I downloaded a freaking pain in the ass Weather channel thingie. It loads automatically every time pc starts, and I CANNOT for the life of me, remove it. I have tried the add/remove programs, doesn't work. I always right click on the icon in lower left of bar on desktop and select excit application.
How can this be removed off my pc?

Well, I would always suggest trying to remove it the "polite" way first. See if you can track down the settings for it and tell it not to turn on with your computer, but you've probably already tried that.
It can definitely be removed, however the tool to remove it can also make your computer unbootable, and I don't suggest it unless you already knew how, which is something of a paradox. I posted how to but I don't want to make your annoying weather channel problem a broken computer problem.
We have a PC Optmization service where we remove startup programs like that, clean your registry, and run some other tools to help your computer boot faster and be more responsive overall. If you have an error message popping up when you start your computer and have other things slowing your computer down there's likely a lot of things that we can do to help it out.

Grisoft's AVG is excellent as an anti-virus and we definitely support it. It has a very straightforward design, uses little memory, is consistently updated and has a nice method of scanning.
We work on laptops, however since laptop manufacturers don't use the same interchangeable size/fit for all of their parts we'd go through the manufacturer to order it (i.e. there wont be any competitive savings for replacing the part, unless we can nab a new one online somewhere in the very limited places laptop parts are available).

I installed a new black ink cartridge. I took the tape off and ran an alignment and that worked fine.
I went to make some copies and now no ink is showing up at all.
SO what do I do?
Also, my dad gave me this printer becuase it would only print one page and then say it was out of paper even if it was full. It is still doing that, along with not taking the paper at all anymore. So I am having to load it one page at a time to even get the rollers to try and take the paper in.
What do I do?

Have you tried printing a test page in the printer's utilities? If it's not showing up even for the built in test page, and it was printing fine before the cartridge swap, it's probably a faulty cartridge install or a faulty cartridge. Check and recheck the catridge's installation and if you don't see any obvious signs of ink then dab a paper tower on the end of it, you should get a solid black bar of ink on the towel or something similar.

The computer is connected to a router which is connected to the modem. Everything powers up and looks fine, but it seems that communications with the computer is lost. The computer shows that it's connected to the router, but I can't access the router admin page, and the PC/Activity light on the modem doesn't come on. I disconnected the router and hooked up directly to the modem with no difference.
I don't know if it's a problem with the modem, router, or internal network adapter. I didn't think to check the device manager until now to see if it indicates any problem with the netword adapter. Would you have any other ideas or suggestions?

That is a very common problem with Toughbooks after they've been reloaded, especially with "Synoptics" touch pad/touch screens.
The drivers for the touch screen are an extension of the drivers for the touch pad and it's very critical of the initial load order.
They are very sensitive and they do exactly what you are describing when they haven't been loaded in the correct order.
Sometimes you can uninstall the drivers via the control panel and then reinstall them in the correct order and it will work fine.
Other times, I've had to blow away Windows and start over.
Panasonic doesn't tell you this on their support page, but if you call them, they can tell you which one has to be loaded first and which
one gets loaded second.... and nothing else can be loaded in between them.
