If a moderator suspends a member, is it up to that moderator to lift the given suspension when time is up, or are you all notified about the suspension and anyone can lift it?

and if a user is suspended, and they have an alternate ID, why aren't both ID's suspended?

Prolly won't either, they're eskeered to answer.
On the forums I admin, if I suspend someone, I have to state a duration for suspension, at the end of that time, the suspension is automatically lifted. Does that answer what you were looking for?

Why? Well, if they have an alternative ID that is not a commerce membership or was otherwise allowed (rare) they'd likely have the one suspended permanently. If the alternative id is a commerce member, the nature of the two memberships protects the latter from the foolishness of the for the former... unless of course violations are made with both in which case the hammer falls independently.
