You tune a flute, like many other wind instruments...you lengthen or shorten it by using the joints where it's put together.
The head of a flute moves in and out.... in sharpens it and out flattens it.
You also need to make sure your corks are in the proper alignment...
That's about all there is to tune... other than your own embouchure.

If you are of a mind, you can even do it yourself... it's not that hard.
The pads are just glued in with rubber cement.
You can dig the old ones out and pop the new ones in with a pair of long tweezers.
If not, any music store that deals with wind instruments should be able to do this for you.
