MG International expansion to mean 30 new jobs in 2013
Commission Chairman David Austin announced at the debate Tuesday night that the local auto parts manufacturing operation MG International had signed on to a $9.5 million expansion in part because of the aggressive, businesslike approach his administration has taken. Examples include the Paulding/city of Dallas Opportunity zone designation wrestled from the folks at the state Department of Community Affairs that ups the benefits those investing and growing their businesses in Paulding earn.
Economic Director Jamie Gilbert, who is driving this effort locally, released the particulars of the deal noting that the $9.5 million project will do more bring 30 new jobs to the MG International facility, it will give him talking points for other similar automotive parts manufacturing companies.

Dallas, Georgia-Paulding County Economic Development (PCED), Paulding County Industrial Building Authority (IBA), and Paulding Chamber of Commerce have announced that MG International (MGI) will be significantly expanding its Dallas operations.
The Japanese company manufactures automotive parts for Nissan and Toyota vehicles, and will begin producing a new component for 2013 cars. According to MGI, the expansion will create thirty new jobs when fully complete. The company is in the process of hiring several engineers and expects to have ten new production workers hired by March 2013. Plans call for the expansion to occur in two phases with the second phase resulting in the construction of a 40,000 square foot building addition in 2014. The new equipment and production area for the project is expected to have a capital investment of $9.5 million.
MGI requested the assistance of PCED in securing Paulding County/City of Dallas Opportunity Zone Job Tax Credits (OZJTC) and a partial property tax abatement to offset the costs of the new equipment and building expansion needed for the project.
In March of this year, PCED and the Paulding Chamber met with the company to discuss how the County could assist them in moving the project forward. PCED developed a list of statutory and recommended discretionary incentives for the project which were presented to MGI.
Additionally, Carl Campbell of the Georgia Department of Economic Development and representatives of the Georgia Department of Labor met with MGI to discuss how the QuickStart workforce training program and Georgia On-the-Job-Training could assist with the new jobs.
MGI’s President, Tiger Yamamoto, says the commitment from Paulding County and the State of Georgia was impressive, “MGI is very pleased that Paulding County and Georgia have agreed to help us with our expansion. We will be investing substantial resources in the Dallas facility. The opportunity zone job tax credits and partial property tax abatement will significantly help us reduce the overall costs of the project. The job tax credits which offset state corporate income taxes and payroll withholding taxes are almost like a grant which will be extremely helpful to the project. MGI couldn’t be happier with the support Paulding County has given us, and we are pleased to be moving forward with the expansion in Paulding.”
David Austin, Paulding County Commission Chairman, said the MGI expansion is reflective of Paulding County’s new direction and commitment to industry, “The expansion is taking place with one of Paulding’s existing manufactures and in our new opportunity zone. These are two areas, existing industry and economic development incentives, which are high priorities for us. We sometimes hear that Paulding only focuses on new industry but PCED and the Chamber spend a considerable amount of time working with our existing companies. We created an Opportunity Zone to assist both existing and new businesses. The MGI expansion shows our efforts are now paying off. As Commission Chairman, I made a promise to our people to bring new jobs and investment to Paulding. It’s working and very soon we will have more project announcements as a result of PCED’s efforts.”
Jamie Gilbert, PCED’s Executive Director, says MGI is one of the main reasons his organization is focused on automotive suppliers as a target industry, “Paulding is strategically located within three hours of six automotive assembly plants which offers us a tremendous opportunity for automotive suppliers in Paulding. MGI is the county’s largest manufacturer and has done exceptionally well here. It’s a success story we can share with other automotive suppliers looking at Paulding as a location to serve auto assembly plants in Georgia, Alabama, South Carolina, and Tennessee. The MGI expansion is exciting. It provides new jobs for our residents and is the first project to take place in our new Opportunity Zone. The momentum is building for Paulding and our community is now on the radar screen of a number of manufacturers seeking to expand. Companies want to be here.”
“It’s another banner day for Paulding”, said Carolyn Wright, President of the Paulding Chamber of Commerce. “Existing industry is the top priority of the chamber, and when you see a company like MGI make a substantial commitment to Paulding it shows just how strong of a location we are for business. The expansion will directly benefit many other businesses in Paulding. This is outstanding news!!”
Gilbert said that in addition to PCED assisting MGI with incentives, PCED has been working to address a long term issue faced by MGI and other businesses located on International Parkway, the availability of natural gas, “Natural gas service is not available in the industrial park and for many years efforts were made to resolve the situation. MGI made it clear that the project would ultimately require natural gas and without it phase two of the expansion could not occur,” said Gilbert.
PCED immediately began working with Atlanta Gas and Light and Paulding County’s Department of Community Development to find a solution and within several days the group was able to develop a plan to extend natural gas service to the park. “The extension of natural gas to the area will benefit MGI, as well as the other properties and business located in and around International Parkway. The presence of natural gas will now create additional business opportunities that didn’t previously exist,” said Gilbert.
It is important to understand that getting businesses to locate in a community requires a consistent, long-term effort and the rapidity with which the the PCED group is making things happen is really really closer to being extraordinary than anything else. The group deserves our continued support as their efforts are really more like a snowball at the top of a hill, it takes a while for things to get big and to get going but when they do ...

I do have 2 thoughts tho:
1) This is not really bringing business to town....The business was already here and only increasing in size.

Again.....I am thankful for progress.
We are seeing really good balance with economic development, long time businesses aren't being pushed out but given plenty of opportunity grow. We all wish it would happen overnight. Every brick builds the foundation for a solid economy. We are showing the world that business is welcome in Paulding.
I worked there about 4yrs ago on the night shift. Conditions for employees were horrible, hopefully they will make it cleaner and maybe put locks on the outside doors so people don't walk in off the streets in the middle of the night.
It is important to realize that economic development covers three areas: existing industry expansion, business retention and business attraction. The MGI project is both expansion and retention. Make no mistake about it there are many communities in Georgia and the surrounding states that would love to have MGI and their 170 jobs. Current employment is as important as new jobs.
It's important to understand that in many cases companies are required to upgrade and reinvest in their operations and facilities just to remain competitive with businesses operating in China and Mexico. Bringing in new equipment helps stabalizs their operations and ensurses employment for the workers already with the company. Employment levels fluctuate with conditions in the economy. It's the nature of business. In the case of MGI they will be hiring 30 new employees. If MGI did lay off employees in the past year then the expansion will allow them to rehire again. Either way it's a win, win for both Paulding and our workforce.
You hear discussions that Paulding should only be concerned about existing industry and not recruiting new companies. A 30 person expansion is not small (it's acutally an 18% increase in MGI's employement) when equipment costs millions of dollars. That said, think of the many smaller companies in Paulding that have less than ten employees. It's rare that they will double their employment at any given time but if they do the new jobs created would be less than five. This reinforces why recruiting new companies to Paulding is important. If we are going provide attractive local employment opportunities for the 50,000+ residents that leave Paulding each day we will have to encourage existing industy expansion as well as business attraction. Nearly all of the new companies are paying excellent wages and would be attractive options for many of those workers spending so much time away from their families commuting to jobs ouside Paulding. Additionally, for every new manufacturing job created in Paulding an additional two to four new jobs will be created elsewhere in the community through the multiplier effect. This is a time tested and proven fact.
The only way we can hope to secure the longterm fiscal health of Paulding is to foster the expansion of current industries and recruit new ones that are capable of generating additional employment opportunties for our residents.

MGI is a reject company that is full of felons and think they've hit the jack pot when they hire someone who is not. The people that make the money off this deal will be Advantage Staffing as they handle the hiring. The pay is extremely low for the employees, horribly low..

You have to remember that companies like to own their producing capacity and they can't own people. They can own machines. If you automate the production of items so that fewer people are needed to operate a facility, you've increased the value of the people but you've cut your labor expense. Also, under tax law, you can depreciate equipment but you can't depreciate people. Such is the benefit of hard capital expense vs. flesh and blood.
As far as the $9.5 million; that is what MG International is investing here. They're getting some breaks on the taxes that the people they will employ will pay from the opportunity zone. What it amounts to is that you, as an employee, will pay, say $10,000 in state income taxes because you're making so much. Because the company deducts that from your paycheck and remits it to the government, the break they got here lets them legally short the state. You get the full $10,000 grand credit for taxes paid but when the checks to the government were written, they only had to write a check for $6800 or so because of this credit.
They are also getting some property tax abatement on the expansion investment which means that by investing $9.5 million in new equipment they won't be facing paying property tax on 40 percent of the fair market value of that $9.5 million in improvements as one normally would. (They didn't release a figure but I suspect the deal cut will make the new investment - money actually spent - look like about half that amount when it filters to their property tax liability. So, instead of $9.5 million being added to their assessment, with leases, breaks and exemptions, only about $3 million shows up as an increased valuation.

I had a conversation with a candidate a few weeks that said all those folks working for minimum wage on 278 were thankful to have a job.
This is Georgia, that has some of the shortest unemployment benefits. What do you think that is for but to force people in to low wage jobs and make us more attractive to low paying companies.You can't have it both ways. Nobody complains about new retail and restaurant sucking up sewer and paying minimum wages.
You will find when we get more light industrial the wages will become more competitive.

Yes we do, for about 1 year now, Paulding is just now getting into economic development. Some people have issue with it because it's not free to have someone look at your county, decide what it has going for it, package it and travel all over the country to sell it to large businesses.
Many are saying existing and small business are being left behind in these efforts and it simply is not true.
The location of MGI that has been here for years happens to be an industrial area well suited for an opportunity zone. they would have been stupid not to take advantage of it.
The county, the city of Dallas and Hiram are paying for economic development.
Quite honestly I am impressed by what has been accomplished in just over a year.
Economic development has a singular goal and that is too bring jobs to the area.

MGI manager when I worked there was here on a work visa from India, the Japanese owner was never seen there. The workers were mostly spanish women, convicts out on parole. Many were arrested for being illegal workers when I was there. If you worked there and lived in Paulding county had no record and born in America you were only 3% of the employed at MGI.
Was by your admission four years ago. The market has changed dramatically since then. What people used to turn their noses down at now looks great because it pays a wage.
The ignorance being displayed here is pathetic. What do some of you expect?? Lots of low paying jobs will bring in some medium paying jobs and a few high paying ones. They don't all need to be or will be within the same company or organization! Money will be spent here in the county because of this and that will support other jobs. People working those jobs will then spend money that supports even more jobs and so on...
If businesses were tripping over themselves to set up shop in Pauling county you could make an argument on what is and isn't a "good" business. They aren't! In this environment I find it hard to believe they'll have a problem filling these new positions. Anyone remember the turnout of people applying for the McDonalds in Dallas a while back? Who here thinks things have gotten better since then???

I have to agree with you for the most part, a job is a job.
However, I still think MGI is a hell hole/sweat shop and I am sure many of the employees there would much rather work at McDonald's making the same pay but can't get around having a criminal record there.
Are we satisfied trying to attract these types? Sorry, but I am not.

Freedom of speech and the ability to communicate is not some special privilege provided by me nor does it come with any particular label, name or point of view. We are all free to agree, disagree, ignore, applaud, disregard, or be offended.
Indeed, to me I find the commentary in this context a bit offensive because the statements made about this company are far from flattering. I simply hope the company isn't being trashed as a backhanded way that the particular posters are using to paint the site as some kind of Jerry Springer exercise - their posts being the self-fulfilling proof of their provincial prophesy
I also take comfort - and it is probably the same comfort that the folks at MGI take - that they made a heck of a deal and they can laugh, sob, yell or pout ... all the way to the bank.
ok I am gonna say something here about this company..
1. not everyone that works there has a felony/crimal record. out of the 3% that was posted in one the above post that work there I know 5 of those 3% and none of them have a record, in fact they are very smart people. who got caught up in the no job situations and they were laid off at other jobs, and took what they could to keep from standing in a welfare line.
2. I do agree it is a sweat shop.. and all the employees are treated like crap.but they deal with it because they need the job.
3. as Far as the 9.5 million that will be put toward this company I think paulding could have done better. as far as the comment We are showing the world that business is welcome in Paulding. if that is the best we have to offer then we are in deep do do..

The best manger they ever had was Sen but he left them years ago. The owners son came here for a while and they were thinking of opening another place up north but that did not work out. All of the jobs will be employees of MGI not staffing agencies. 27 of the 30 jobs are production. 3 are engineers. Go to Kia, Mercedez, Hitachi, BMW, Hyundai or most large international companies and you will find the management is from the home country. MGI is not unique.
ok I am gonna say something here about this company..
1. not everyone that works there has a felony/crimal record. out of the 3% that was posted in one the above post that work there I know 5 of those 3% and none of them have a record, in fact they are very smart people. who got caught up in the no job situations and they were laid off at other jobs, and took what they could to keep from standing in a welfare line.
2. I do agree it is a sweat shop.. and all the employees are treated like crap.but they deal with it because they need the job.
3. as Far as the 9.5 million that will be put toward this company I think paulding could have done better. as far as the comment We are showing the world that business is welcome in Paulding. if that is the best we have to offer then we are in deep do do..
First, LR, We're not putting a penny toward the $9.5 million. That's what they're bringing to the party. We're letting the invest it in such a way they don't have to pay the maximum in taxes on it.
That they are a corporation that doesn't treat their employees with high respect and has an attitude the employees are there for and at their convenience is an attitude that would fit with Bain Capital as easily as it does with MG International.
You can call them cheap, uncaring and greedy ... but then most folks in this audience want to elect a person with the same corporate "more for me" mindset president.
As far as the 'reputation' they have in their industry, the idea that they are cheap, greedy corporate normalists is still a plus for the county. Why? Because in the real world, good employees are still valued and if the processes MGI uses are common in the industry, the simple fact is that a competitor will look favorably on locating nearby. Why? Because they'll think, we can get the best workers they have(had) we won't have to pay as much training them.
Frankly, I don't think we need to discriminate against corporations that exhibit corporate attitudes toward workers. If the state or county wants to enact laws to make corporations be more respectful/responsible toward their employees, I'd recommend a massive switch in party allegiance would be the first reasonable, observable act. As I'm not holding my breath waiting for the resurgence of the "labor dominated' Democratic Party in Paulding, I sense the main reason for the complaints regarding MGI are simply a spin to try and dilute the positive vibes Chairman Austin will get.
If the MGI expansion was a NEW company they would be Paulding's 6th largest manufacturer. In 2012 Paulding had 846 manufacturing jobs in the county. MGI represented 20% of them.

$9.5 million is what MGI will SPEND OF THEIR OWN MONEY on new equipment and an addition to the building. Thanks for clarifying that. I honestly didn't think it was that confusing.

It's not that confusing Proud Independent, it is just the politics of negative expectations in action.
First, most people hear about this from someone directly rather than read it. You know as well as I that if you have a preconceived notion, you'll likely just interpret what you see in that context.
Think then when the phone call is made and the person says, "can you believe the county is spending $9.5 million to expand MG International for only 30 jobs and they won't have to pay taxes. My God, these people are crazy and we have to get them out of there before they run us broke. ... you know they just spent $7 million for that movie studio monstrosity and they're hiring the people who run it. I mean ..."
When you've been conditioned to believe the worst ... and we've been conditioning people that way for decades ... it is hard for many folks not to fall into the trap of negative reactions fueled by negative expectations.
My opinion is that this is an unintended consequence of the polarization of politics> It is how we've been taught how politics is done. That creates the compunction to destroy all who oppose you. With everyone in on the game, most everyone is now under attack and all politicians are crooks.
Logically we know that some are and some aren't ... but it takes real work to determine who is and isn't. Most folks aren't willing to spend the time to figure that out ... and make their decisions based on the preponderance, not of evidence, but of noise.
The expansion includes adding new manufacturing equipment. Do you have any idea how expensive the equipment is?
