Help need information barking dogs

It was horrible when it happened as the kids whose dog it was parents were splitting up and my daughter absolutely loved dogs (still does) and it broke her heart as well. To make her feel better we went to visit the dog at the shelter for a few days and then it was adopted out (I think it was a golden retriever pup ~ well not quite a pup but less than a year old).

I was told the dog had to be on a reccording barking for 10+ minutes for anything to be done about it! Plus you couldn't be taunting it to bark or be the reason it was barking. Guess things have changed since then.
EDIT: it's 15 minutes.
"Provided however, for the purpose of this article, "barking animal" shall mean an animal
that barks, bays, cries, howls or makes any other noise continuously and/or incessantly
for a period of 15 consecutive minutes at any time of the day or night; or barks
intermittently for one-half hour or more to the disturbance of any person at any time of
day or night, regardless of whether the animal is physically situated in or upon private
property; provided, however, that an animal shall not be deemed a "barking animal" if, at
the time the animal is barking or making any other noise, a person is trespassing or
threatening to trespass upon property in or upon which the animal is situated."

I can explain how this works.You can go to animal control and pick up a noise complaint package or go to their website and print it off. This will explain everything you need to do. You have to video or tape the animal barking. The barking has to be 15 consecutive minutes or 30 minutes on and off. Animal Control WILL NOT take your dog for this. The reason for this is AC needs the evidence to cite and for court. If they didnt than anyone could say this was happening especially people that are having neighborly disputes.
In reference to the breeding. You can have 1 litter per 12 month period not per year. It is one litter per house not per dog. If you have more than this than you are breeding and need a license. For one litter per year you can go to Animal Control and get a Hobby Breeder permit and it is free. If they are breeding and have any adds for selling puppies than they need a business permit as well because they are now selling .

I had HORRIBLE neighbors for 11 yrs in Paulding with barking dogs. We lost DAYS of sleep b/c of them.
I'd follow the above advice but know that in Paulding, I got VERY little help. It's been a few yrs, but then we had to go to the Marshalls office after we recorded the barking and they took it from there. Its not a quick process.
I hate that some people dont consider other people and how their living affects them. Rude neighbors are the worst.
We couldnt get anywhere but miraculously, their gate was left open one night and the barking dog never returned.

This is the same protocol that it has been for the last 6 years. Animal Control gets animal complaints and the shelter manager or road officer supervisor is the one who listens to the tapes. Animal Control used to be under the marshals dept than public safety now back to the marshalls dept but they are the ones that give the citations for animal ordiances maybe that is why nothing was being done.
